List artifacts.

Prefer the `visible_to` filter for consumption. It matches artifacts owned at the NRN, shared by ancestors or trailing-wildcard scopes, and global artifacts published with `organization=*`, which an owner `nrn` filter never returns.

`id` accepts up to 200 comma-separated ids as a batched read. Every requested artifact must be readable by the caller.
